Has your employer withheld wages, forced you to work in unsafe conditions, or refused to issue your employment certificate? You have the right to file a complaint with the State Labour Inspectorate (PIP) — regardless of whether you are a Polish citizen or a foreign worker with a residence card or work permit.
What Is the State Labour Inspectorate?
PIP is a government body enforcing labour law and occupational safety. Inspectors can visit any workplace without notice and impose penalties. All PIP services are completely free of charge for workers.
What Can You Complain About?
- Unpaid or underpaid wages
- No written contract or incorrect contract terms
- Illegal employment (working without a contract)
- Health and safety violations (dangerous conditions, missing protective equipment)
- Excessive or unpaid overtime, insufficient rest periods
- Discrimination or workplace harassment (mobbing)
- Refusal to issue the employment certificate (swiadectwo pracy) after contract ends
How to File a Complaint
You have three options:
- Online — go to pip.gov.pl, click "Skargi i wnioski", and fill in the online form for the Regional Labour Inspectorate covering your voivodeship.
- By email or post — write to the relevant OIP with: employer name and address, description of violations, supporting documents (pay stubs, schedules, contract).
- In person or by phone — visit a duty inspector or call the free PIP helpline: 800 220 203 (Mon-Fri, 9:00-15:00).
Can You File Anonymously?
Yes. An anonymous complaint triggers an inspection without disclosing your identity. You will not receive feedback on the outcome unless you provide contact details — which PIP is legally required to keep confidential from the employer.
Can You Be Fired for Filing a Complaint?
No — retaliation for filing a PIP complaint is unlawful. If dismissed, you can challenge it in a labour court. If concerned, file anonymously.
